Duties and Responsibilities

BACKGROUND

The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The Land, Shelter and Housing Section at UN-Habitat hosts the Global Land Tool Network (GLTN) Secretariat. GLTN is mandated to develop, test and disseminate pro-poor and gender responsive land tools and approaches within the continuum of land rights framework. Established in 2006, GLTN is a coalition of 80 international partners concerned with rural and urban land issues, working together to contribute to poverty reduction and sustainable development through promoting secure land and property rights for all, demonstrated through country-level interventions.

In the past years, GLTN has been expanding its work in the conflict-affected countries, including Somalia. The key aspects of the GLTN work in the country include land conflict mapping and research, assessment of conflict resolution mechanisms, land governance, capacity and knowledge development, support to land projects implementation, adaptation of land tools and land sector coordination. The aim of this consultancy is to deliver specific technical outputs contributing to the implementation of the UN-Habitat and GLTN Land and Conflict portfolio.

Under the overall leadership of the Land, Shelter and Housing Section of UN-Habitat and the oversight of the Somalia Country Office, the consultant will report to the Human Settlements Officer who is leading the Land and Conflict portfolio.

RESPONSIBILITIES

The aim of this consultancy is to implement activities related to the land and conflict in Somalia. This involves the planning and implementation land and conflict related activities such as undertaking capacity development, training events and workshops; developing and adapting training materials; developing documents and papers; conducting research assignments and analysis; preparing concept notes and programme documents; and implementing other specific activities within the Land and Conflict portfolio.

The consultant will be expected to deliver the following outputs:

  1. Land and conflict related assessment and analysis. This includes reviewing laws, policies and – particularly - practices; mapping of stakeholders related to land management and land conflict resolution; analyzing dispute resolution mechanism, gaps and capacity challenges; and documentation of innovative approaches and practices.
  2. Reviewing and providing inputs to country-level land documents. This includes reviewing and provide inputs for improvement on research and analysis documents, frameworks, methodology documents, etc.
  3. Reports on land and conflict-related issues. This includes drafting, finalising and providing comments on studies and reports.
  4. Capacity development of conflict resolution stakeholders. This includes developing and adapting existing training materials; writing concept notes; developing programs and organizing capacity development and training events with minimum supervision and technical support for land dispute committees and formal justice mechanism and other relevant stakeholders.
  5. Concept notes and programme documents for land and conflict interventions, including for the exploration of funding opportunities and identification of new partners and donors.
  6. Preparing visibility and promotional materials.

Capacity to plan and prioritize conflicting priorities.

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in urban development, international development, land administration and management, urban planning or related social sciences. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of 6 years of working experience in the land sector, international development, human rights, humanitarian assistance or related areas is required.

The person must have proven experience and understanding of land governance concepts; land disputes dynamics; and land conflict resolution mechanism.

Solid field experience and capacity to work independently.

Experience in a conflict-affected context at the field level is desirable.

Working experience with national or international development agencies is desirable.

Language: English and French are the working languages of the United Nations. For the post advertised, fluency in in oral and written English and Somali is required.
