Prior to the Houthi insurgency, the government, the Gulf Cooperation Council and the UN had begun a mass claims program for land and property restitution in the South. Despise the suspension of the program due to the current situation, the attention given to land and property restitution in the South was considered critical to the building of stability and continuing unity of northern and southern Yemen. The paper looks at Yemen and the land and property rights problems that emerged in the South, and show case the issues faced during the conduction of the mass claims program.
