This note explains why housing, land and property (HLP) rights are relevant to the current humanitarian response inside the Syrian Arab Republic (Syria). While attention must remain focused on immediate life-saving actions, steps to address HLP issues should also be considered and included at the outset of any response. 

The failure to do so can undermine the efficacy and durability of humanitarian assistance and long-term recovery. The briefing provides an overview of the country’s pre-crisis land governance, HLP legal framework, and current HLP issues; and offers recommendations for action and remedy.
